A strategic plan that will identify the challenges facing the region and measures to take in order to meet the objectives of the Québec Residual Materials Management Plan.

What is an RMMP and why does it need revising?
Under the Environment Quality Act, regional county municipalities (MRCs in the French acronym) are responsible for devising a plan for residual materials management in their region. The current RMMP must be revised to comply with this obligation.
The goal of the RMMP is to meet the objectives of the Québec Residual Materials Management Policy and the Plan d'action 2019–2024, the most fundamental goal being to ensure that only final waste is sent to landfills.
Most notably, our objectives include:
- Reducing landfill waste to less than 525 kg per capita
- Recycling 75% of all paper, cardboard, plastic, glass and metal
- Composting 60% of all organic waste
- Recycling or reclaiming 70% of all construction, renovation and demolition waste
By revising the RMMP, we’ll be able to assess our accomplishments over the last few years and position ourselves for the future.
Different regional challenges will be identified, as will several measures to meet the government’s objectives. Once this revision is completed, the MRC will have a waste management roadmap for the coming years.

Joining in
The RMMP is being revised through a participatory process that includes the public, the 21 municipalities and various local stakeholders. This consultation provides an opportunity to highlight issues and challenges facing waste management in the region and how best to address them.
In 2022, the MRC must hold a public consultation to present the project to local residents. It also hopes to speak with residents and key stakeholders prior to the consultation in order to optimize the plan’s consistency across the region and rally a majority around it.
