Land use plans: A regional planning tool
A land use and development plan is much more than just a planning document—it’s our region’s future.
Developed in partnership with local stakeholders, the plan serves to share knowledge and coordinate efforts in order to establish a shared, sustainable vision of land use planning and development in the region.
The purpose of the land use plan, as mandated by the Act respecting land use planning and development, is to establish guidelines, organize the region and coordinate decision-making by setting conditions for land development. The plan provides a balanced, consistent approach to handling various land use issues like development, mobility, the economy, infrastructure, agriculture, forestry, natural environments, heritage and countryside.
It has a real impact locally too—municipalities have their own development plans and bylaws that must align with the regional plan’s goals.

Since March 1, 2022, municipalities and regional county municipalities (MRCs) must report on the implementation of the Municipal Authorization Regime for activities carried out in aquatic environments, as provided for the Transitional Regime. This results from the Regulation on the Regulation on the provisional implementation of the amendments made by Chapter 7 of the 2021 Laws on flood risk management.
Municipalities must keep a register of the authorizations issued under this regime and transmit this information to the MRC. The latter is responsible for publishing an annual report on the authorizations issued, based on the data provided by the local municipalities.
This report must be published on the MRC's website and remain available for at least 5 years. The report for the year 2022 is presented in the "Useful links and documents" of this page, with a breakdown by type of aquatic environment, such as the coastline, the shore, the low-flow flood zone, and the high-flow flood zone.
