A CLSC (from the French “centre local de services communautaires”) is a local community service centre. CLSCs are public organizations that offer basic health care services.

Yes. CLSC services are free to Quebec health insurance card holders. Asylum seekers are eligible for care only from hospital emergency rooms (upon presentation of a “brown paper,” through the Interim Federal Health Program [IFHP]).
